X Loses 11 Million EU Users in Second Half of 2025

X experienced a notable decline in European Union users during the second half of 2025, losing approximately 11 million active users despite the platform’s repeated claims of record-high engagement globally.

According to data X is legally required to submit under the EU’s Digital Services Act, the platform recorded 64.8 million active EU users in the latter half of 2025, down from just over 76 million in the first half — a drop of nearly 15%. The DSA mandates that X regularly disclose accurate usage figures, moderation activity, and staffing levels to EU authorities, making this one of the few auditable data sources available on the platform.

A Pattern of Contradiction

The decline stands in stark contrast to X owner Elon Musk’s ongoing assertions that the platform continues to set new usage records, particularly during major news events. While Musk claimed in February that X had surpassed one billion users based on app installs — a metric no standard platform uses — the EU figures tell a different story for that region specifically.

Moderation Staff Also Shrinking

Beyond user numbers, X’s EU moderation workforce has dropped sharply, falling from 2,294 staff in November 2023 to just 1,059 in the most recent report — a reduction of more than 50% in just over two years.

It remains unclear whether these trends reflect X’s broader global performance, as the company no longer discloses comprehensive usage data following its delisting. However, the EU figures represent the only independently verifiable window into the platform’s health, and they suggest X is struggling to maintain — let alone grow — its relevance in one of the world’s largest digital markets.
