X’s EU User Base Keeps Shrinking, New Data Shows

X is continuing to lose ground in the European Union, according to its newest disclosure filed under the EU’s Digital Services Act. The regulation requires major platforms to publish biannual reports covering active user numbers, moderation efforts, staffing, and government data requests. X’s latest submission shows a further, if modest, decline in EU users, extending a downward trend that has persisted since November 2023, roughly a year after Elon Musk’s 2022 acquisition of the company.

A Longer Pattern of Losses

Usage briefly ticked up in a report covering the first half of 2025, but the platform then shed around 15% of its EU active users in the second half of that year, a level it has held into 2026. The pattern lines up with outside estimates: third-party tracking firm SimilarWeb reportedly measured roughly 302 million mobile active users and 123.7 million daily users as of June 2026, numbers far below the 550 million monthly users X cited in a May filing tied to SpaceX.

Revenue Also Under Pressure

Financial data tells a similar story. Figures included in SpaceX’s Q2 2026 report show X earned $367 million in ad revenue that quarter and $710 million for the first half of the year, an 18.4% drop from the same period in 2025. Compared with pre-Musk 2022, when Twitter posted about $2.2 billion in first-half ad revenue, that marks a decline of roughly 70%.

Subscription income appears to be a bright spot, with a former X product lead citing a $1 billion annual run rate earlier this year, though that still implies a small fraction of X’s total user base pays for Premium tiers.
